feat(config/hypr/UserConfigs): add special workspace handling and streamline keybindings

New Features:
- Introduced ALT + Q and SHIFT + ALT + Q bindings to toggle and control a `special` workspace submap.
- Merged ESC and ENTER actions into single `hyprctl dispatch` commands that also reset the submap, ensuring atomic behavior.

Enhancements:
- Removed the obsolete `bindd` entry and cleaned up dead layoutmsg directives.
- Simplified submap reset logic to avoid stale states and reduce keybinding clutter.
