fix(ci): correct Python version and Django settings variable interpolation

- Bug Fixes:
  - Fixed Jinja syntax in GitHub Actions workflow (removed extraneous {{ }} around matrix.python-version).
  - Updated DJANGO_SETTINGS_MODULE placeholder from [[ project_name ]] to [[ module_name ]] in GitLab CI template.
