feat(dependencies): update django-tailwind package

The `django-tailwind-css` package has been replaced with `django-tailwind-cli` in the project dependencies to utilize the CLI tool for improved Tailwind CSS integration.

**New Features**
- Added **django-tailwind-cli** as the new Tailwind CSS integration package

**Enhancements & Refinements**
- Removed **django-tailwind-css** to transition to the CLI-based workflow
