feat(notifications): add notification list and detail endpoints

This commit introduces new endpoints for managing notifications, including listing and retrieving individual notification details.

**New Features:**
- Added `notification_list` endpoint to retrieve a list of notifications
- Added `notification_detail` endpoint to fetch details of a specific notification by ID

**Enhancements & Refinements:**
- Cleaned up trailing whitespace in `urls.py` and `views.py` files
