feat(src/djinit/creators): add use_tailwind and use_htmx metadata to pyproject.toml and CI templates

The new metadata enables optional Tailwind CSS and HTMX support in generated Django projects, expanding customization capabilities.

New Features:
- Expose `use_tailwind` and `use_htmx` flags in the pyproject.toml template.
- Inject these flags into GitHub Actions and GitLab CI configuration templates.

Enhancements:
- Centralized handling of Tailwind and HTMX configuration flags across all generated files.
