Subject: [PATCH] feat(shared): update base and navbar templates with new
 features and improvements

- Added HTMX integration for enhanced interactivity
- Introduced favicon support and updated site title
- Fixed navbar link routing

**New Features**
- **HTMX Support**: Added HTMX script inclusion to enable modern AJAX functionality
- **Favicon Support**: Implemented favicon linking using Django's static file system

**Enhancements & Refinements**
- **Branding**: Changed page title from generic 'My Django App' to 'DevSuite'
- **Navigation**: Updated navbar project link to use proper Django URL reverse lookup
- **Formatting**: Improved HTML structure with better spacing and indentation
