Subject: [PATCH] feat(shared): add dynamic notifications link to navbar

The navbar now includes a functional link to the notifications dashboard instead of a placeholder.

- Added dynamic URL routing for the notifications link using Django's `{% url 'notifications_dashboard' %}` tag
